2. Draft for a Convention on Manned Space Flight

2. a. Introductory Remarks

In 1988 the Institute of Air and Space Law at Cologne University, Germany, represented by Prof. Karl-Heinz Böckstiegel, the Institute of State and Law of the Academy of Sciences of the USSR, represented by Prof. Vladlen Vereshchetin, and the Research and Study of Space Law and Policy Center of the University of Mississippi Law School, USA, represented by Prof. Stephen Gorove, initiated a common research project which resulted in drafting a Convention on Manned Space Flight.

The intention was to promote international discussions in appropriate fora hoping that eventually they will lead to negotiations between interested States either in the United Nations Committee on the Peaceful Use of Outer Space (COPUOS) or elsewhere. The Draft Convention was communicated to the Legal Sub-Committee of COPUOS as well as to government bodies in the three countries concerned.

In 1992 the Institute of Air and Space Law organized an International Colloquium on Manned Space Flight the results of which can be found in the proceedings "Manned Space Flight", edited by Karl-Heinz Böckstiegel, Cologne 1993.
