Introduction

The Pearl River-Delta region, China, and the Pune-Mumbai corridor, India, with 30-40 Mio. inhabitants each and extremely high development dynamics belong to the leading "hot spots" of global mega-urbanization in developing countries. Emerging megacities in this region are facing high dynamics of growth and differentiation, inner-urban restructuring, mega-urban overcongestion, migration processes and rising socio-economic polarisation. The pace of urbanisation has far exceeded the growth of the necessary infrastructure and services. The inhabitants are confronted with severe water and environmental health risks. As in many megacities, partial loss of governability and steering affects planning, control, organization and management of urban responsibilities.
